is there central place file format specifications (specifically xml-based formats) published? have created xml-based spec storing particular type of data instrument. of course publish our spec in places relevant potential users, there place (like wc3 example) hosts specs variety of file types, in effect allowing submit file type , make 'official/published' pervasive, permanent presence? mean specifications man pages constitutes compliant file format.

if relevant, have associated stylesheets , apis in python , c++.

no, there not. unless count "the web" central place. web decentralized design.

this why convention exists use dns names in namespace uris; allows repository of vocabularies distributed , decentralized.
