Hebrew system locale in android emulator -

while app can display hebrew text (even in emulator, fonts present) not able set system locale hebrew in order able test translations of strings. idea how can it? hebrew or iwrit doesn't show in list of "custom locale" or "settings" app in emulator latest avd, android 4.4.

to test hebrew translation (or other non present locale) @ emulator:

• open apps
• locate "custom locale" app , launch it
• press "add new" button , @ dialog popup write "he", press "add , select" button

now when open app use hebrew strings translation.
